Comisionado del Pueblo The townsman, Tiburcio Vásquez, has appeared before me saying that his water has been taken away from him. He says that, even though he has contributed his labor to the community, he was denied the water when he asked for it. I instruct you to inform me regarding this matter. In like manner he has made me aware of the fact that the Alcalde arrested his son for having slaughtered a young steer while he was away. Inform me, also, of what transpired.
