In 1519, King Carlos I proposed to hold court by delegation, sending an embassy to Valencia presided over by the bishop of Tortosa, Cardinal Adrian of Utrecht (later Pope Adrian VI), which would provoke the indignation of the nobles and the twinned guilds. The rejection of a king who had not sworn the fueros and who did not call the Cortes would aggravate the social unrest that would give way, the year 1520 to the revolt of the Germanies.
